Well, it's not unusual for a doctor or nurse to check an emergency patient's genitals to make sure there's nothing wrong. Pretty standard procedure. As for the flour, a normal vagina tends to be moist, therefore he advised that they use flour to find it. (It absorbs moisture pretty well, actually.)
