I just want to go somewhere with quiet neighbors. That is 100% my biggest concern. I am definitely moving this way in the future, just not sure where exactly I'll end up. Are there any particular towns that stand out and not experiencing a lot of growth/new development?

Most everywhere on the Coast. Not a ton of development anywhere.
