That makes perfect sense, I watched it for the same reason... as the snow on the roads is packed down and yet still as high as the curb, so you cannot tell where the sidewalk are in my community. Ooh did I mention that I wish it was only -20C and not always -25C to -30C and sometimes even colder. :-(
