I always thought the reason they were so unappealing is that there just isn't anything distinct or remarkable about them. They don't have Viking stuff going on, nor do most of them even the sense of a brutish atmosphere that the Forsworn bring. They're just extremely generic medieval people, like the "bring out your dead" guy from Monty Python. Nothing interesting and no (sense of a) contribution to or significance in the setting.
