well you can use a midi editor like onlinesequencer and change the tempo and export the midi just a quick mention that onlinesequencer does not use your pc's midi soundfont so it will sound different

also do you know that this song was originally a contest song ? some daniel's songs and gothic were selected in a rock music contest on roblox, however to save disk space, all of the songs are slowed down with very low bitrate since hash id music are almost gone at that point, people started using songs uploaded by admins instead which is why you keep hearing these songs since there are no other option, including the 1x1x1x1 exploit back then which used the same song but sped up to its original speed

sure just use it however you want just remember to credit my name in it, put it in the credits or description or such i won't guarantee the game would run fine, since most of my midi songs break midi players if not requiring a lot of cpu
