Coincidentally, I use a piece of railroad track a bit smaller than that as an anvil. Of course, I never bothered to shape it into the anvil shape. It works just find as is. I will say that this one does seem to be the same type as mine. At the beginning of the video he sets it down with one hand. Mind can't be lifted with one hand even though it's smaller.

great video love watching this. little TIP for next time leave a 1.5 to 2 mm gap allround so the weld goes inbetween instead of on top of it way les work after welding.

The difference between a mill and a lathe is whether the work piece is spinning or not. And if your work piece is spinning in a mill, then you better try something else.
