Using GIMP it is about the same. Colours -> Posterize (5th from the bottom) Image -> Scale Image -> Select % Also, when you want to pixellate a High Res Image, just resize it again (1000% if you did 10% the previous step). On GIMP, use "Interpolation -> None" to achieve the best outcome (imo)

I’ve been trying to understand colors better for years and this is the first time I’ve heard of hue shifting. I think it’s going to help me a ton. I’m struggling to figure out how to hue shift the right amount though. The degrees of hue, saturation, and value don’t change an equal amount between each shift so how do we properly make our own?

As someone who uses pure black outlines, that is the "do" I disagree most with. It's PURELY a stylistic choice and not a sin one way or another if you choose to use it or not. See Shovel Knight for a good example of outlined pixel art.

i disagree that jaggies look bad. i think they look out of place in pixel art that focuses on perfect angles, but theyre often necessary for organic shapes

I strongly disagree on the outlining using a darker colour instead of black! Black art on the right where judt far prettier to my eyes

That's an uncommon opinion and can be harsh in a pixel video game setting. I like black too, but it's best as a background color - not lineart, especially with something as harsh as pixel. Black lineart makes it less immersive in a mock-3D setting. Imagine terraria having black outlines on every little thing. It doesn't blend well and you don't know what to pay attention to.
