I had a huge rust spot in the same area on my 2008 Jetta. That foam piece is like a giant sponge holding water in that area. I just went and purchased an pre-painted fender locally and replaced it. Looks perfect now and only took a couple hours to replace. Around $280 as I recall.

Rare? This things were a dime a dozen. Almoat 17,000 made. Nothing rare about them. The same b16 engines were found in many other honda models with over 1.3 million engines produced, it too isnt rare or hard to come by

Most of the paint is water based. Tell me how it protects the metal. The substrate layers offer the rust protection not the paint. Primer and sealer .
