Wow. Then again, you are not that far away from 500 km/h ;-) Sandpapering is fine, but did you think about 3D printing it a shark skin? Or - please look up AeroSHARK. It's a bionic adhesive film modeled after the skin of sharks. The famous efficiency of sharkskin has been utilized to optimize the flow of air around the aircraft, leading to significant fuel savings and emission reductions.

You could improve it, if you use wires without isolation. Just make sure they don't get in touch with each other or other conductive materials. If the wind of propellers and/or flight wind passes by, the heat dissipation will be much less a problem. Next level would be to use copper tubes instead of wires. That would make improvements because the skin effect won't play a role like in your wires. You could use a copper plating on the outside of the housing, it could even play a role in mechanical stability. In the end the copper mass could be smaller and therefore the drone can get lighter.

Lipo C ratings are ABSOLUTE Bullshit. 100% The only companies that come close to telling the truth are Turnigy and SMC. SMC admits that their C ratings are not true but they have to compete in the market so they invented a way of measuring the power of their batteries by using a constant load (I think something around 100A) and then they give the average cell voltage for the pack. 100A on a 4S 5000mAh....3.80...score is 380. 100A on a 6S 1500mAh.....3.65...score is 365. So you need to factor in on your own the capacity difference as C rate does.....but that's easy to do. Obviously the voltage of a Lipo isn't perfectly linear but from 4.20 to 3.50 its fairly safe to assume that the difference between 370 and 380 vs 360 and 370 on packs of equal capacity shows a similar difference in the packs power.

If you give the shell a gulf ball texture, it will give you less drag. The theory of it, less surface area drag.

Not sure about regulations in your country but in the US and Canada recreational drones are limited to 120 meters altitude. My guess is that's why it was set to that limit.
