The purpose wasn't primarily to slow the advance in Eastern Ukraine. They were able to send some of their best troops to an area where they would have a greater impact and be effectively out of range of some of the enemy's most effective weapons. Russia hasn't been using their biggest FABs and artillery indiscriminately on their own cities.
