As ever before your presentation after thorough research about Nepal Scouts including its assets , Lainchaur in particular is commendable. As you correctly mentioned about the possibility of usurping land belonging to the National Scouts by land mafias with the help of bureaucrats under the protection or in collaboration with various political groups is not only possible but is probable . Having said that it is not a bad idea to use the land for businesses in association with Private Investors under the ownership of the National Scouts, provided the land is sufficient for office use and other purposes for the Scouts. You can call it PFI or PPP making sure that the sole beneficiary would be the Scouts. It shouldn’t be politicised as you rightly said and all the officials should be purely nonpartisan non political . Sitting on precious assets wouldn’t increase wealth. We have seen that in Western world where many Hospitals and Schools are built in that way. The only emphasis should be that it should benefit both parties and after the end agreement say 25 or 30 years the properties goes back to the Scouts again. Of course this needs 100% honesty and transparency. Thanks
