The Federation has faced off against many other species at this point with almost all of them ending in peace. The Klingons and also the Romulans to a degree. They all ended with some type of peace. However, the Borg were something else. Something worse, more sinister. All attempts to make peace with the Borg went unanswered and then there was Wolf 359. A massive wake-up call to the Federation as all of their weapons weren’t just minimal in terms of damage to the Borg, but outright ineffective. The destruction of the Borg cube before the battle of Sector 001 wasn’t just a miracle for the Federation, but a second chance for the entire Alpha Quadrant. That chance led the Federation to do something they’ve never done before, something they’ve never wanted to do before. They’ve always wanted to be seen by other species as explorers and scientists, not as aggressors. But as the Borg threat exponentially grew and the Federation was backed into a corner, they had no other option. The Federation began designing ships of war.

To be honest the wider situation was in Picard's favour. Yes they would have lost this battle, but if the Enterprise had been destroyed it would have been war between Romulus and the Federation/Klingon Alliance which lets be honest the Romulans would have never won. So while Picard knew he didn't have a chance here, I think he knew that the Admiral would never have gone that far or been allowed too.

Help me out (to a non drinker like myself (can't for medical reasons)) but isn't the flush and the 'buzz' a part of the drinking experience? How can you replicate the taste and smell of hard liquors but have none of the other side effects. The warmth or flush and buzz seem to me to be a vital part of drinking. I love how composed the Captain was throughout the entire encounter...cool calm and collected in the face of a powerful enemy...who says star trek can't teach you real life values!

I'll say it again: this was the moment where The Next Generation became superior to the original series and stepped right out of its shadow. While there were already a number of excellent episodes, from this point on, TNG remained consistently good and just got better and better.
