Just because you dont build tank items doesnt mean Singed inherently doesnt function as a tank. He takes damage, frontlines, drops an AoE slow (no damage), and displaces enemies. By this logic, everyone should stop taking Ezreal and Jhin bot lane. They arent "ADcarry", they are "ADCasters" that should go midlane instead.

Actually things are not like that. Singed as a character and position is a Tank but the way it works (building ap+hp) makes the character (ap-hp scalling) ap bruiser, which means he's a tank with the abilities of making dmg over time.

majority of his ability do magic damage? Last time I checked, only 1 ability from Singed does magic damage.

I am in iron ELO never played Singed but even I know that you build AP bruiser items on him. I don't exactly know what to build on him and I don't really know his kit. But as far as I have seen he runs around you spreading these toxic substance. So the main goal is to abuse that by Rileys and Lyandris. I think you can probably build tank items on Singed but it seems to me like throwing away potential for nothing. If you wanna build full tank items then pick a champ like Malphite whose kit scale with these items.
