He did break the law. That was an unauthorized discharge of a weapon within city limits. You cant shoot unless you're acting in self defense or you are inside a gun range shooting in an authorized direction eithier at a bullet stop or within the left and right limits

Watching again I would agree there is no dirt splatter. I know from personal experience that live rounds splatter when you do this even in grass.
