The Red Skull was so mad to try to explode a bomb to kill a lot of people in Soutern Europe because he didn't want Captain America to take him alive and that his plan to become President of the U.S. got foiled. The Red Skull didn't try to stop the detonation when he heard the recording of the night he was taken from his family, and they were killed. Good that Cap defeated him and also his only daughter, who either got knocked unconscious by Cap's shield or that her head was cut off before she would kill anyone else again after her father fell to his death.

Though Captain America didn't get to take the Red Skull with him on the rocket that he's tied up to, the consolation was that he got the Red Skull to cut off his left hand as he was going to use it to cut Cap before the rocket launched and headed towards America. Good that the evil knave screamed so loud in pain.
