I believe the dragons in the live-action HTTYD are animatronics with cgi for smooth movements. I've seen the clips of the building, and testing of the dragons walking around.

Peter would not technically be all that alone, if you had those "new friends" in the movie as he was just starting out on his own. Theoretically of course :)
