Being a minor part of Government, I reckon that the salaries of staff as well as of officers must be sound enough that he/she never care of monetary issues. This is one of the root causes of not taking interest of government servants in their respective duties. The diligent servants are not appreciated, instead they have to pay the price of their diligence. Esssy kam ata hy esi sy karwao, at the end that diligent guy ended up kam choor.

I have experience of working in the Pakistan Air Force and after that, I started working in Civil Administration both the jobs were of the same Scale BPS-17. Mr Ashir Azeem is 100% right we need to change the system as the system of Air Force was good enough so one can't imagine of doing corruption and they know the consequences. now in civil sector, there is huge level of corruption there is no merit for hiring employees 95% of the Junior employees who don't have the basic knowledge of system are relatives of big bosses. It's all because in civil Services the system is corrupt.

Sir I disagree , we are the system. Our attitudes and values make us do right or wrong things. My question is why after so many years we are not able to develop a system that roots out corruption ? because its not the question of ability it is the willingness we lack. My hypothesis is that the ratio of morally/ethically good and not so good people in our country is imbalanced (leaning more towards the not so good side).

As you came last time all the way from Canada to Pakistan and met with Imran Khan about the police reforms but unfortunately, you hadn't had a good experience with that, but since Imran Khan is the prime minister now so why don't you come and once again present these solutions to him directly. I know you've tried before but the situation was different back then. As PTI has now a government in federal and can pass the resolution/reforms in the parliament at the national level so why don't you give it another try?

With a bit of work in this area, and halving helped some other administration. My knee jerk reaction is follwoing: Well put! System thinking and system approach - many of them have NO IDEA!. Systems, simply put, is 4 Ps (POLICY, PROCESS, PEOPLE, PLATFORM). All these 4 wheels (Ps) have to be aligned and balanced, to put system in right direction. An expert put his PhD study on “system thinking” in a beautiful sentence, when I asked him can you tell me the essence of what you learnt: “Lead, when it is time to lead, and be led when it is your turn to be led”. This sort of ‘clarity on roles’ between actors and agencies is important. Specializing in our areas but work together (collaborate, cooperate, LISTEN) to other, towards a larger goal - ‘prosperity of people at large’. “Best Practices” and “learning” comes from national ‘Audit’ organizations everywhere - It is NAO in US or GIIA in UK. AUDIT look at where system need to be improved, not just hunts for actors and events. They look at system “capabilities” and suggest what and how to address. There is an interesting but obvious finding from a global study of large organizations, done by some foresight experts. System where “stated” vision/mission/goals are totally opposite to “inner” map (most of Govt. Deptts), had 2 problems common in all of them: [1] CAPABILITY GAP ANAYSIS was never done in the planning cycle. They planned for things but never worked on (infact not identified) developing capabilities (human, tech, financial, infra etc.) required to grow and sustain; [2] ACCOUNTABILTY - performance, targets and incentives, and reviews (double-learning loops). Customs started with risk management approach. Even today they have ZERO understanding on what ‘animal’ is it? Does FBR head is tied to GDP-Tax ratio to be achieved in next 5 years, and does he has a convincing plan to do that. Take any head of agency, for that matter, illa mashallah.

I have been working on “how to reform our school system (KG-12)”. You know my kids did homeschooling till O Level. We set up a “learning lab” in Islamabad where about two dozen kids used to teach each other. We discovered that “humans” kids love to explore, provided things are of their interest and made relevant to them. They learn from ‘play’ and ‘toys’, and they learn more from each other than from adults. Adult interaction, if it is meaningful, can extend their thinking space further by “questioning” and by “responding to their questions”. And kids’ question are simple but very deep. They can ask you why water is transparent and milk is not, why is sun so hot, why is water wet, why electron do not fall into nucleous, and so on???” As we grow, quality and depth of our question deteriorates. Ours kinds of system totally blunts it. “Play is highest form of research”: Einstein said. We found that “physics” was in toys, “chemistry was in kitchen” and “biology” we see is in our bodies, out pets and flowers blossoming out there. And we found humans learn from “STORY”. No wonder Bible and Quran have stories. We emotionally “connect” with story - mere numbers, facts and checklist do not touch us. So it all converged into a methodology, we named it P-Q-R-S (play-question-reflection-story) And things are very SIMPLE. Reforms, it always turns out, is about SIMPLIFICATION and removing clutter which accumulates unintentionally. We keep ‘adding’ things from here and there. We need to remove and “Subtraction” creates more space for beauty, innovation and re-thinking. We found at the end - there are only TWO SUBJECTS - Language and Maths. We have made our kids “khota” by burdening them with a dozen things. So they are busy in the labour, and they have stopped asking interesting “questions”. After few years of schooling they almost lose their “thinking” skills. A lot of “job-seekers” is waiting to come out in the market. “Math is about patterns in number and space” as the prince of Maths, Euler put it. Language Distinct us humans from all other biological organisms. Unfortunately, majority of us cannot READ, and cannot ESTIMATE. No wonder our “systems” (so-called) call for consultants to help us plan how much water do we need, and how much toll should we collect and from whom and how? All planning is about ‘estimation’. If we do not LOVE to do something, we certainly cannot excel in it. We may spend all our life in thuk-thigri, but will never create something worthwhile, rather will produce stink and stress. Our kids in fact hate the schooling process - schools are boring, insipid and stressful. If kids hate a subject, there is always a BAD TEACHER (or adult) behind it (Walter Lewin, one of greatest living Physics teacher). Whereas learning was beautiful, any subject, and we humans were designed for it. Each child is a distinct and unique creation of God. In schools, wee stupidly club them into sets. Life and natures offers a vast variety of things for each mind to enjoy and flourish. That is the philosophy I have been working on…. Thats true the system should be overhauled but unfortunately I dont see it happening in the so called Naya Pakistan.A very simple example is tree plantation fever which might not directly associate with the message in your video but it does depict the shallowness of our current leadership.I understand the importance of forest cover in any country as it directly impact the echo system but in major cities causes of pollution should be addressed and eliminated first instead of planting trees.For example in Pakistan nobody is talking about vehicle emission testing without which we cant bring our cars on the roads in Canada atleast. So nobody is paying attention to the root cause of a disturbed echo system which tells me that the leadership might have changed but we cant expect much from them as well. Wo jo jail mein hain jahil dangar thay yeh parhay likhay hain .....unfortunately !!!!
