Dick Grayson never pretended to be the Batman. He may not have been Bruce, but he was a Batman as he made it his own, at least in the comics. I remember someone saying Dick's Batman is how Bruce should be if he wasn't traumatized or was able to move past it.

Also in the batman animated series there was an even better switch with Dick Grayson in the episode “the secret of bruce wayne” loved how dick had to get on stilts to match bruce’s height. Also in the series they had a civilian disguised as batman when a rat bit him and “civilian” batman started laughing it had nothing to do with the person the animal recognized the person even with the mask. While the real bats was wearing the rubber mask of the civilian

That was the episode with the Joker and his fish. He was trying to obtain copyrights for his white smiling fish. The man's cat was drugged. Batman and the cat's owner switched costumes. The cat even though it was drugged attack it's owner who was dressed as Batman

I really liked the one where Superman dressed up as Batman except for the part Bane smashed a huge statue on top of him. That really should have exposed him since there is no way Batman could have survived that attack. When Superman was about to kick the statue off of him, Robin just said "He's been working out." I guess all of Gotham's criminals were complete idiots in that universe.

Bruce Wayne may have started it but... Dick Grayson, Terry and everyone else have just as much a right to be called Batman as anyone else.
