A real possibility, that this was a decoy setup to distract jamming attempts on a 'real' station the decoy stations were protecting. The same number sequence being repeated over and over, too patterned, so no message here. Sounds too much like this was a decoy signal.

One time I woke up in the middle of the night to pee and thought I'd have some fun. I went down in the basement and played this audio and sat there writing down numbers. Eventually my wife woke up and came looking for me. When she finally found me, I acted all surprised and was like "What are you doing here? How much did you hear?, etc." For the next several days I was playing the part like I was really hiding something. Eventually she finally asked me what it was all about; I got all agitated and told her to 'never ask me about that again.' I eventually let on that I was just messing with her. I'm sure the payback will be hell, but it was funny freaking her out.

I used to hear this one , but mostly the Spanish Lady counting out numbers in groups of 5 and the lady calling out the Phonetic Alphabet randomly and also in 5 letter groups. You could scan the bands and hear that stuff all night on some nights in the Fall. I plan to buy a good SW portable radio and do it yet again.

i tried to write those numbers: 0096 2251 2110 8105 0096 2251 2110 8105 0096 2251 2110 8105 0096 2251 2110 8105 0096 2251 2110 8105 there is a bunch of repeated numbers, maybe its some sort of directions code? (example, left, right, left, left) or as someone said, this isnt a real code, its just a distraction i really hope that one day, these codes get decoded!
