Music is easier to remember so if you give someone a tune from a song of their country they will recall it better when they need to tune in. this is just my assumptions.

they do this so the receivants can better tune their radio to the right tone to understand the message clearly, this is why most of the time they use patriotic/childhood songs. the receivant can tell if the tone is right because he is familiar with the song and how it should sound
