The issue is that there's probably a good deal of either oil, fat or some other chemical residue that's floating on the surface of the water. This is why when you're putting out a campfire you don't just pour water on it, you pour water and sand on it and stir it together. The sand will bind with the oil and help drag it underneath the surface of the water. The only way to guarantee that you're not going to end up with a forest fire after you've left if you've been cooking with oil or did a pig roast or some jackass tried to pour greasy dishwater on top of it, many accelerants will still burn, despite being cold and sitting on top of water. Think about the gigantic fire in the middle of the Pacific that happened when that oil rig went... Fire can absolutely be on top of water.

The lady with the watering can might only have one working setting on that hose, and as you can see it's a super strong spray. If she sprayed those flowers with the hose, it would obliterate them. I also have to fill a watering can with my hose that can easily reach my plants, because if I have delicate seedlings or flowers, the hose will snap them right in half or bury them into the mud from the force. So I fill a gentle watering can that I can use to sprinkle a gentle spritz of water over delicate things. So you might be laughing because you actually don't understand how delicate plants can be and why people own both a hose and watering can. Most gardeners own both, and it's for a reason. And even if the hose is adjustable, those nozzles break, mine breaks and I can only use one setting because the others stop working.
