Scott Ronald Bryan Jack Monroe was even Nomad during “the Captain” story arc. Cap became Nomad in the 70s after the leader of the secret empire was about to be captured but committed suicide. The leader was hinted to be Richard Nixon.

that hail hydra part you got completely wrong. hydra cap was an evil version of the real one. the real steve rogers returned from a place that was considered the negative zone of the marvel and with help from the cosmic cube he fought hydra cap and won thanks to thor's hammer. he was never brainwashed,the evil version was.

But due to backlash from the readers nick Spencer had to pull the whole 2 steve situation and whip caps hands clean of secret empire.
