I’m pretty sure that April 6th 1963 represents her date of employment because the look and style of everything including cars, steam engines, clothes, furniture, etc just screams “1960s!”, and even if Ostenia is an analog for East Germany, if that date was her birthday, I doubt that even with East Germany being a bit backwards that everything would still look like the 1960s in 1990, especially since that was the year East Germany reunited with West Germany, and since the Cold War had been over for a few years, it’s doubtful that you would have Cold War era spy-work still happening like in the show.

Also the TV and radio both look like they’re from the 1950s or 60s (the radio is actually sitting next to the TV to it’s right in the scene in this episode (episode 8) - it’s the size of a piece of furniture and half the size of the TV, which of course is huge and blocky). The only odd thing about the TV is that it’s a color TV instead of a black and white one, but the again it could be the late 60s when those started to become common, I suppose.
