Haven't checked the replies so unsure whether I am repeating myself or not. I believe with UFC London 22, the reason for the concerns were the UK home office unwilling to grant VISAs to the majority of the UFC production team. I am sure that info came from the fight disciples podcast but I am pretty adamant that's what was reported. And Russia and Volkov didn't help but I don't think it threatened the entire event, sure Marcin Tybura was going to be the substitute or maybe volkov substituted him and was promoted to the main event
