2005 GMC Envoy 4.2L - P0480 - Cooling fan relay 1 control circuit

2005 GMC Envoy 4.2L with a P0480 - Cooling fan relay 1 control circuit.
This vehicle has an electronically controlled viscous fan clutch. It does not have any additional electric fans. I verified the ECM did not have control of the fan clutch and diagnosed it from there.
I went into this with an assumption as to what the problem was and turned out to be wrong. However, I did not let that assumption cloud my judgement.
Along the way I got a bunch of false readings from not making proper contact with my test leads. I left that in to show that's a part of diagnosis. If you see a signal... great. Move on. If you see nothing then assume it's a false negative and verify your equipment then recheck. Not much is more frustrating than realizing you steered off the correct path and into a time wasting rabbit hole just because of an equipment failure!
