That's because it is one. Ford had a deal or partnership really, with International Navistar to to get their Diesel engines from them and that started in 1986 with the first non turbo 6.9 liter diesel at that time just a straight up International engine as the Navistar portion of the moniker hadn't come in to play yet. That happened in the 90's which is also when the old 6.9 grew to 7.3 liters and gained a turbo charger thus giving that motor its first use of the "Powerstroke" name. Then of course in 03 the old 7.3 changed substantially and became the 6.0 Powerstroke and then by 06 it changed again (for the final time for Ford applications) to a 6.4 liter which is actually the one in this International MXT. So you're mostly right as the 6.0& the 6.4 are the most similar between the 4 engines and I believe sound exactly the same to one another. And since this MXT is an 07 model that is how one knows it has the 6.4 liter motor as opposed to the 6.0, though as I said, very similar motor and they certainly sound the same especially at idle. To conclude the Ford affiliation with International Navistar portion of the story though, that partnership of IN supplying diesel motors to Ford ended in 2010 because the 6.4 like the 6.0 liter before it had various reliability issues and a lot of warranty claims because of it thus souring the relationship between Ford and International to the point where Ford finally developed its own diesel power plant in house which coincided with the release of the all new for 2011 Ford Super Duty line with the Ford designed and produced 6.7 liter Powerstroke motor that are still being used in the Super Duty line up of trucks F250-F750, albeit in higher torque and horsepower #'s with every passing year.
