What does this tell us about God? - God is patient. Billy spent 10+ years spewing lies and built a LARGE following. At His appointed time God allowed Billy's lies to be exposed to the world. As a result, the world (specifically those lured by Billy over the years) can have the gospel seed planted Wes was the perfect candidate as he was humble, respectful and importantly, Canadian (hard to sue internationally) The fact that Billy is unwilling to have a redo of this conversation under circumstances more suitable for him is very telling.
