Hi! No, according to Astro-numerology, Scorpio and Aries rules the number 9 or the numbers that add to 9 such as 18, 27 because these numbers and zodiac signs are all ruled by the planet mars. You would need the birth time and city to find out the ascendant unless you rectify the chart or unless the astrologer is skilled in that area. This is for those who already know their ascendant.
