. . . probably because he was a PCSO, (community plod, plastic plod) It has taken him his entire career to learn about Data Protection, not that it is relevant here - and this was his graduation speech, his career pinnacle. Why do cops sometimes say to the auditor "Don't you thinks it's a bit odd what you're doing?". I mean, why would anyone who's doing someting think it's odd? It'd be like me saying "I know it's odd but I watch a lot of youtube". Never heard a cop admit that what they're doing is odd questioning, threatening, intimidating, lying, bullying.. Now that's odd but they don't think so because "obviously" cops do that all the time. To a normal human being though that's some extremely odd behaviour bordering on mental illness.

PCSO 61475 Goodwin is talking quite a bit of rubbish there. An individual can't be the 'Data Holder' if filming from a public space and therefore a SAR can't be requested. Needs to be reminded of his limit of powers in reliance on his designation under Section 38 Police Reform Act 2002 whilst proving his powers as stated in section 42 of the same Act. PCSO Goodwin seems professional though.
