IRS is an American thing. The reason why there is a limit is billions of dollars connected to illegal activities enter countries this way undetected. They can’t send it through money transfers and wires will arouse suspicion and trigger an investigation. The limit applies whether you are involved in illegal activities or not. Even legally obtained funds are presumed to be for offshore accounts to evade taxes, which is also illegal. Review the laws before traveling. You don’t get to bring your inheritance money on your trip.

Regarding cigarettes this haul is obviously not for themself but he made a point about non smokers judging what is for personal use and not. As an ex smoker, 1 sleeve a week was my normal rate of consumption. So if I went on a holiday and had the opportunity to buy 52 sleeves for 1/4 of the cost, a years consumption, it wouldn’t be unreasonable to do it. I mean as a smoker you’re going to buy that amount anyway in a year so why not but It much cheaper?
