My theory for the second game: It’s about a firefighter who is dealing with grief and trauma of not being able to save people from the burning warehouse near Pyro Street. The serial killer on the newspaper is him thinking that he is a murderer himself. He is experiencing a hallucination, you can tell because he refused to take the pills. The charred bodies are the victims of the fire, showing up in his mind.

I think he’s stuck in limbo in the second game, living with his sins. He’s the axe murderer, and the one who started the fire, hence why the room burns and he goes with it, hence why there’s three shadows for the fire and 1 for the axe victim. (edit): And the sirens are for the police and firemen coming to stop, or try to catch him in the act. It's always dark outside to torment him that he'll never wake up, and the notes are the spirits talking about ho they won't stop haunting him, forcing him in this loop, maybe forever.
