I’m not sure if you already have, but when you change the pipes on those engines, you HAVE to change the jetting. Also, looks like you’re running way too rich. When I raced is all I used was Maxima Castor 927 oil at 40:1. Worked perfect and never any top end problems besides normal wear and tear. That may fix your bogging problem.

Neighbor is cool with the noise. FANTASTIC! Did I hear your neighbor right? You can use another trail on his land? When you get it dialed in you’ll have to ask him if he wants to try it out.

The best thing you could do with this is rig up a foot shifter. If you can keep both hands on the wheel and shift with your foot--- then you'll be able to rip it hard.

I'm wondering if you should consider putting the shifter where your foot brake is and the put an atv style foot brake on the other side. That might help with the brake issues. Just make the front and rear brakes run off of that. Food for thought. Very nice build though. Well done!

On the fuel pump issue the absolute easiest and by far the cleanest fix is a triple outlet fuel pump two of the outlets going to the carbs and the third outlet runs back to the tank as a return. I always run a dual outlet on a single card setup running one to the carburetor and the other one back to the tank, so on and so forth. When the carburetors needle and seats close the unwanted fuel gets sent back to the fuel tank. I have actually learned over the years that doing a return style setup instead of a metal tip needle and seat combo will prolong the life of the fuel pump tremendously.
