Level 30 Zapdos was one of the very first flying Pokemon that spawned for me, and the very first of a group to spawn at the bottom of...not Cycling Road lol. I've had a weird "see the 1% Pokemon first time on each route" kind of streak all game, so it wasn't TOO weird. I feel uneven have two Zaps and only one of the others, though.
