higher charges mean a higher burden of proof with more complex legal hurdles to overcome, it means a reduced chance of a guilty verdict or increased chance of a mistrial. lower charges means that there's a higher chance to get these people are off the street due to fewer legal boxes having to be ticked in terms of the prosecutorial case (certain actions by the defendant, state of mind etc). its a balancing game.
