Maybe the level of the English elite has just improved a lot. City en Liverpool are in my opinion the best English PL teams over the last decade.

If you're going by points total, I guess it makes some sense, but the average points totals back then were far fewer because the league was harder and great players were spread out more. No question it's Blackburn in 95. United didn't have Cantona for the final 7 games and Kanchelskis for the final 9. Second Leicester few years back. Sorry Leicester...Chelsea were on strike. City had a manager who'd already quit. United had a manager who everyone wishes HAD quit. Arsenal were in decline and Spurs finished 3rd in a 2 horse race.
