Hey what are the torque specs for the caliper bracket for the 19mm and the 14mm?

Can I use vice grips on the brake line hose?

Yes, but be careful not to over tighten the vise grips or you could damage the hose. I have used a small pair of needle nose vice grips to pinch off rubber brake hoses. The proper tool is about $10-$20
