Because unlike the maximum speed the different road conditions actually can dictate you to drive below minimum speed limit. This doesn't exist for maximum speed limit and so calling it a minimum speed limit is kind of wrong. E.g. There are such signs on German Autobahn on steep hills. In case of traffic jams, this sign would essentially mean that the traffic jam would have to be restricted to the right most (sign-free) lane and the other lanes would have to be kept free, wheras that is not the case, all lanes need to be used, even if you drive below minimum required speed. That's why I find it really difficult to insist on calling this a minimum speed limit.

It would also be beneficial to point out that the minimum speed limit is most commonly used for one lane on a multilane road. For example, you might have one lane with a minimum speed limit for fast traffic and another for slower vehicles. The only places I’ve seen this were on a steep uphill gradient. The slow lane was intended for heavy vehicles that couldn’t get up to speed uphill.

I know of a local Autobahn where there is a steep uphill and there are three lanes. in the rightmost lane there is no minimum speed limit, so everybody can get up that hill. in the middle lanethere is a minimum of 50 km/h, so that fast trucks and buses can overtake slower vehicles, but not everybody just piles up in that lane. in the left lane there is a minimum of 90 km/h. no truck or bus will be able to do that speed up this hill, so this is essentially a lane only for cars. this consept can be expanded for 4 lanes with smaller steps in the limit for example. for a steeper hill the middle lane can even get a lower limit or sth. i like it .
