@Ted-Says - Young Buck has reached that rebellious age when he thinks he can do as he pleases, with only an older sister, Judy, to keep him in check. Tom Baxter, a dude-looking cowboy who's actually a movie actor staying on the ranch being used as a film set, has a crush on Judy and is annoyed when Buck disparages her, leading to the whalin' you see here until Judy intervenes. Not only is Buck an awkward teenager, he's a liar as well when he refuses to admit to his sister why Tom was giving him a good (and maybe overdue) spanking.
The teenage actor playing Buck is the aptly named Billy Butts (yep, his parents, Mr. & Mrs. Butts, named him William), and by the time he appeared here, his previously very busy career (which started in the Silent era) was nearly over. For those viewers who will actually watch the entire upload (KZbin Analytics tell me that is a small minority), you will note the peacockish way in which, when Tom first enters the room, he retrieves a vanity case and the neckerchief in it, and then carefully ties the latter around his neck while staring in the mirror installed in the lid of the case.
Until I edited this upload, I didn't know that "whale" had an alternative slang meaning in North America, to beat, figuratively derived from the Old English word "wale"; this newly acquired knowledge will not improve my life but keeps my dictionaries happy.
