Only problem is, water isn’t always free. Plenty places here only have free water with wine, otherwise you pay a small amount. Might be a US thing?, but here the waiter wouldn’t be cross examined by their boss, staff experts that people are adults enough to order what they need, even during the meals. The waiter is “doing extra trips” to refill etc, so where would it be an inconvenience to grab an extra water later with the refills. But the husband ordering water AFTER the “awkward” conversation has been done is just weird, because that’s how OP described it.

Sounds like menopause. This topic is nothing to get upset about. Unless she has other underlying issues with her husband and is using the water as an outlet, it's because she's going through changes

As someone with the same surgery it is difficult to NOT drink before and after. The husband is an idiot order for yourself and stay out of the wife’s business
