While I agree with that, even if there was no Central 46, there are very few people who are immune to Aizen's hypnosis. So even if instead there was a single person to judge such matters, odds are Aizen could still control that person. And he would simply kill and replace them if they were immune. In fact it would probably be much easier for him to deal with a single person rather than Central 46... which is funny because the entire reason he killed them is he could effectively have a single person issue orders as them. And then immediately proved it. I suspect the reason few people questioned the orders, even when they got odd, is less because of hypnosis, and more they're used to Central 46 being totally out of touch or corrupt or incredibly biased. No wonder it was the youngest, least jaded captain who finally went to face them. Everyone else knew it would be a waste of time, and even the veteran captains who wanted to fix it, didn't bother with Central 46.

Yoruichi left the Soul Society with Urahara and the Kido master (shown on episode 5-6), you totally forgot that guy, he was always in Urahara's store. Yoruichi, Urahara didn't know that Aizen became a captain and they were banned from the Soul Society, Urahara was banned I'd say. Aizen would knew if Yoruichi tried to get to the Soul Society cause he was kinda tracking all of them. If you remember, Urahara couldn't get through the portal to the Soul Society on episode 20-22. It was when Ichigo, Chad, Uryu and Orihime went to the Soul Society to save Rukia

i also would have loved to see more of the Kido Corps & Kido in general, especially used in fights amongst their swordskills. Theyr like mages w/ all their bases covered: offensive, defensive, teleportation, crowd control, bindings, seals & barriers. Also, the higher the number the stronger & Hado Commander used Hado #88 against Aizen, at this point i remember thinking "I want to see a triple digit Kido! 100 or above, how powerful would that be?"

The reason why Aizen recruits Tousen is because he is Aizen's natural enemy, Aizen's Zanpakuto abilities have a condition where his opponent must see when his Zanpakuto is releasing in order to be hypnotized but it doesn't work for Tousen because he is blind.
