Of course, I can only speak for the conditions of the music industry here in the UK, but regarding live dance music or music at bars etc, even most places here will usually just play a radio station or pop music rather than have a live band playing. Even places that do often have live bands tend to not pay well unless it's a dedicated music venue as there's been quite a drastic devaluation of live music since the covid lockdowns. This is the case even for pop music so jazz hasn't fared any better. Fortunately in the city I live in there are some venues that have opened recently which are run by musicians which is helpful, but as they are solely jazz venues then they struggle to reach a wider audience than that 2% you mentioned.
