Soleimani was a dead man walking the second he had his proxy troops attack the Embassy. The US has already gone through that once decades ago and anyone who thought they had forgotten it or were going to allow it again was delusional or had let their ego override their brain. The idea that the American's made sure to include Iraqi targets in order to demonstrate that Iraqi people helping Iran destabilize Iraq were also going to be in the crosshairs was simply a bonus.
