Based on my understanding, upwelling process is not directly bring up the phytoplankton level in sea water. In turn the cold water brings up the nutrients like phosphates from the sediments to the sea surface which facilitates sudden phytoplankton blooms on surface waters. Hope it is useful

2018 Flood was caused due to the Positive IOD (Indian Ocean Dipole) which started in July and persisted until October. @BohemiaN You should also look up the OTHER factors that influence the Monsoon in India like Tibet, Somali Jet Current, Mascarene High Pressure, Northward Shift of the ITCZ etc and Indian Ocean Dipole and ENSO also. El Nino and La Nina are just phases of Walker Circulation, just ONE of the factors that CAN predict the Intensity of Monsoon in India and not the final word on Indian Monsoon.
