Just several corrections here 1) In movie its implied that EMP surge which destroed bugs also destroyed all human tech but, its quite silly. Electricity is out, right, but its always can be restored. Damage is done, but humanity isnt returning to middle age 2) Those bugs its seems only destroyed "unnatural" materials like bare metal or concrete and humans. Looks like animals or stone isnt affected by them.

Plus these are supposed to be very high tech aliens that can be classified as "gods" (with a lower "G") so coding something like "not including plants and lower life forms" isn't that difficult. As for the EMP thing, yeah, that can be repaired but it would be hard to do so especially since *EVERY* tech in the world is dead now. It would be very difficult to get parts and other stuff that's needed to actually turn the lights back on especially in this case that it's on a global scale. So yeah, give or take it might take 5 to 10 years to actually get things going properly again. The shear difficulty of having the tech return and the knowledge that there are a bunch of aliens who can literally destroy humanity in the blink of an eye that are observing us should at least be enough reason for the world to at least do better. Another scenario would be that the bugs were reprogrammed to target tech basically making any and all tech useless whether it be the tech that got shutdown or newer tech that someone might invent.

He's dooming a species that just realised that barely realized it's impact on it's planet and is technologically limited in it's abilities to become sufficient with it's environnement, and decide to kill them all before even trying to guide them. He also judge all humans based on the reaction of the military of ONE nation on the planet. And he dismisses the opinion of his fellow who went on earth to observe humans and who told him that humans were good. What point is there to have an observer if you don't listen to them? And he changes his mind by meeting a woman, her child, and a scientist. You're telling me the guy judging billions of sapient beings didn't first observed human individuals? It makes you think about how many civilization klaatu genocided because of his short sightedness and terrible analysis skills. And on another not, his claim that planets with rich ecosystems are rare in the cosmos is nonsense. I can accept that in the movie's universe, they rarely appears naturally, but klaatu's civilization has nanoswarm which can covert matter. They can terraform any planet they want with that. So rich ecosystems are only as rare as they want them to be.

The fact that he changed his mind after being a few days with a mother, her child, and meeting a scientist shows that he made his judgement of billions without even first trying to know these people. When you think about it, Klaatu is litterally a villain in this movie. A being ready to cause a genocide due to his lack of foresight and, ironically, his utter lack of global scale view.

Simple: Klaatu is an idiot. He judged a whole species based on how a specific group of military of a specific nation treated him. And he changed his mind by meeting a mother and her child. Meaning he clearly didn't observed the species he's been sent to judge. He could have also resolved the situation by sending his swarm to eat polluants and offered humans clean sources of energy to avoid damaging the environnement.
