I think you forgot about the peak version of Frieza, Black Frieza, who slayed Gas and knocked out both Vegeta and Goku, then booked it, deciding it's not worth it to finish them off yet. Now we have yet to see how he could he surpassed, plus Jiren isn't truly stronger than all of the Gods of Destruction, more like comparable to their abilities.
