The Wind Waker is one of the 3 levels of the weapon. They couldn't call it "Wind Waker" since only one of them is the wind waker... But then they went and made the wind waker the weakest level. They did the same thing with the fire rod (magic rod).

They just might continue expanding upon this idea. I mean, look how successful Skylanders and Disney's Universe is. That's a ton of profit. Plus, on the front page it says: "Hyrule Warriors Version 1.2.1" so, it appears like there are updates to come. I am personally hoping to see some Majora or Skullkid too! Better yet, a Stalfos in his wolf form.
