@@jageryaeger8446 No not really. Electro charged was used a decent amount back then. Even now, there are strong electro charged comps like Clorinde, Furina, Xilonen/Kazuha/Fischl, and Ororon. As for OL, the knockback was a significant issue back then, but now the newer DPS units that work well with OL have good chase and/or range (Arlecchino, Clorinde). The main issue with these reactions though is that there are no characters that effectively make use of them/do something similar to Nilou while scaling with EM.

With this, it turns out that Natlan does actually have a Pyro tribe. Which is the people who are all about flying in the air. And also a Cryo tribe, Masters of the Night-Wind, who are also not Anemo. And Collective of Plenty looks Electro, since they're all dressed in purple. Which means Anemo is the missing element of Natlan. Maybe Anemo tribe is the Vanessa's tribe?
