Hoyle has been given his head by stammer. It's obvious that the two look after each other in all respects. His behaviour and outbursts exaggerate the padamonium of these classroom spats. To ban questions on some aspects is unforgivable yet it's obvious someone asked/told him to do so. About time he was gone.

It's an unofficial rule meant to kill bi-partisanship when Republicans run the House by preventing votes unless a majority of the majority party (Republicans) are behind it.
