I've been told by men that its a confidence thing. So wear what makes you feel good about your body and walk in to a room like you just don't give a shit weather your looked at or not. Also do things that make you happy because like the old saying goes if you feel good you look good. When one tries to wear what you think is supposed to be sexy, often they will be uncomfortable in the outfit and lack of confidence can be a turn off or so I've been told.

Tbh the real defining features of the difference between cute and hot faces would be the cheeks, cheekbones, and chin. The more defined cheekbones, slender cheeks, and defined chin, in most cases, is attributes of being hot. Cute on the other hand, is more defined by a more rounded and or smaller facial features.
