Wouldn't it be necessary to know the current the devices are pulling from the port? Its 5V x the current the device pulls.

It completely depends on the laptop and phone charging support rate. However, if a laptop supports 45w or greater charging rate and phone supports 20w or greater charging rate, then Answer = 45w + 20W

I have the same adapter and while using at 65ws, in about 30-40 mins it becomes very very hot to the touch, how normal is this and does it show that the life of this product will be short? Also while plugged in and not underload, i can hear a whizzing sound coming from inside, is this normal?

It's normal for it to get very warm or even hot if your room temperature is high and when it's under high load for extended time. However it's normal and those latest GaN chargers have plenty of overheating protection builtin. I've tested dozens of chargers -- there is no COLD charger!

Mine got hot enough that it would throttle down to 45w, even with just 1 device connected. After that I returned it.
